+Weapon Skill and How It Works
R.I.P. old +WeaponSkill. Before the most recent patch, an increase in WeaponSkill reduced the damage penalty of a glancing blow. Furthermore, for every point of WeaponSkill you had over your target's DefenseSkill, you would gain .04% crit and hit and then would lose .04% dodge, parry, and block. This is no longer true. +WeaponSkill is, what the vast majority of people with brains would call it, "nerfed to hell and back".
+WeaponSkill now rewards the player exactly 0.1% Crit Rating on mobs of higher level. Nothing more. Nothing less. ( Do not mistake Crit Rating for straight Crit%. 0.1% Crit Rating is actually much lower than 0.1% Crit. As you may have noticed, such things as "1% Crit" no longer exists on items. Instead, it says, "Increases your Crit Rating by 14". The purpose of this change, as stated by Blizzard, is to ensure that %-gear at level 60 is not as good at level 70. )
At level 60, it takes exactly 14 Crit Rating to make 1% crit. It will take more than 14 at level 70, but we will not worry about that until the time comes. Right now, however, we'll take a look at exactly how the new +WeaponSkill mechanics work. As stated before, +1 WeaponSkill increases your Crit Rating by 0.1%. Now let's say, for example, your rogue has 10% crit via gear. This is 140 Crit Rating (14 times 10). Now let's say you spec'd for Weapon Expertise for 0.5% Crit Rating. 0.5% of 140 is a mere 0.7 Crit Rating (again, do not mistake Crit Rating for Crit%).
So your Crit Rating is now 140 + 0.7........ 140.7. Translate that to Crit% by dividing by 14 (the amount of Crit Rating it takes to make 1% Crit) and your new crit is 10.05%. Congratulations. Your 5 points of WeaponSkill just earned you a 0.05% crit% increase. Or, in otherwords, jack ****.
Despite what anyone tells you, +WeaponSkill was hit with a nerf bat so hard, Blizzard's employees are still running bases.
